At the RECODE Policy Recommendation Workshop in Norway, MICAD joined researchers and practitioners to explore how evidence can be translated into effective public action. Representing ALDA, Rebecca Marconi presented MICAD’s participatory methodology, demonstrating how research, stakeholder engagement, testing and advocacy can work together to develop policy recommendations that are legitimated and credible, actionable and capable of supporting more inclusive metropolitan governance.

The MICAD Methodological Framework offers a structured yet flexible approach grounded in Living Lab principles, helping metropolitan areas navigate complex governance challenges through collaboration, co-creation, and practical implementation. By connecting methodological guidance, operational tools, and strategic roadmaps, MICAD transforms complex, “wicked” problems into coordinated and actionable pathways for sustainable metropolitan transformation.

Santander (Spain) has become one of Europe’s leading smart cities by transforming the entire city into a Living Lab for Urban Innovation. Through long-term strategic planning and participation in numerous EU-funded projects, Santander has tested and scaled digital solutions for mobility, energy efficiency, environmental monitoring and urban governance. Its experience demonstrates how real-world testing environments and the progressive integration of digital solutions into core services can create the institutional and experimental capacity to test, learn and scale solutions over time.
